
If you find that the Windows Insider Program option is missing under Windows Updates, here are two ways to resolve this issue:

Company-Managed Device: If your device is managed by your company, the option might have been intentionally disabled by IT. Contact your IT department to enable it for you.
Personal Device: If you manage your device personally, flight signing might be turned off. To check this, open an elevated command prompt and run bcdedit.
BCDedit

If flight signing is missing or turned off, run the following command:
bcdedit /set flightsigning on
once confirmed the setting was applied successfully, restart your device
The option to enroll in flighting should be there again, Happy Flighting!
